My recognition procedure

Dear participants, 


THANK YOU for participating in our survey and helping us by sharing your experiences of recognition of your foreign qualification in Germany. By doing so, you are helping to improve the recognition procedure. 
Participation in the survey is voluntary and anonymous and will not affect your recognition procedure in any way. 

Who are we? 
We are the “Recognition Monitoring” team at the Federal Institute for Vocational Education and Training (BIBB). Our task is to monitor recognition procedures, as well as the advice provided beforehand and the subsequent integration into the labour market. We look into where improvements would be helpful and useful. We are currently conducting a survey of skilled workers with foreign professional qualifications.

We need your help with this because you obtained your professional qualification abroad. And because you are interested in professional recognition in Germany, or you have already applied for or received this. Or, you have stopped the recognition procedure or your professional qualification was not recognised.
 
Your view is important! Regardless of whether your experience of professional recognition has been positive or negative, all experiences are of interest to us. This is because your experience will contribute to making recognition in Germany easier for skilled workers with a foreign qualification. So, tell us about your experience!

“Information about data processing and the data protection policy”:

1. Who is responsible for data processing and who is the data protection officer?

The data processing controller is the Federal Institute for Vocational Education and Training (see footnote for contact details). BIBB's Data Protection Officer is Mrs Fischer-Peters (Federal Institute for Vocational Education and Training, Friedrich-Ebert-Allee 114 – 116, 53113 Bonn; datenschutz@bibb.de; 0228 107 1713).

 

2. What personal data concerning you do we have, where does it come from and what happens to your statements?

Your personal data is collected directly from you solely for the purpose of making contact. Other than this, no personal data concerning you is available to us.

BIBB collects your data in the form of a short questionnaire. You enter the answers by clicking on the relevant statements and filling in empty fields on the computer. This includes your contact details (name, telephone number and/or email address) and other voluntary information about recognition of your qualifications in Germany.

The data is received only by BIBB staff involved and is for the purposes of contacting you and inviting you to participate in an in-depth survey. The staff handle your statements confidentially and work in accordance with the statutory data protection provisions (GDPR and Federal Data Protection Act, BDSG). Your information is not transferred to third parties. The data is used exclusively for BIBB research purposes and is deleted following the investigation.

 

3. For what purposes and on what legal basis is data processed?

The Federal Institute for Vocational Education and Training (BIBB) is tasked with monitoring implementation of the Recognition Act and thus ensuring the quality of recognition procedures. For this purpose, it is important to find out from those who are completing (or wishing to complete) such procedures, or who have already completed the procedure, what worked well from their perspective and in which areas improvements are needed.

The aim is therefore to develop a pool of skilled workers with whom, over the coming months, we can conduct an in-depth survey about their experience of all aspects of the recognition of qualifications they have obtained abroad. So that we can contact you for this purpose and invite you to participate in the in-depth survey, we need your name, an email address or telephone number and ideally additional information about your professional qualification and about the steps you've taken on the path to recognition. Your data is processed as a means of contacting you in order to ask you in detail about your experience of all aspects of recognition of your foreign qualification. The primary legal basis for this is § 3 of the Federal Data Protection Act (Bundesdatenschutzgesetzes, BDSG).

Data processing takes place on the basis of your consent. You can withdraw consent to the processing of your data at any time. The lawfulness of processing on the basis of the consent remains unaffected until such consent is withdrawn.

 

When processing your personal data, we act in compliance with the relevant provisions under data privacy law, in particular the GDPR and the BDSG.

 

4. How long is your data stored?

We delete your personal data as soon as it is no longer required for the above purposes. We ensure deletion by regularly checking data records on the basis of a mandatory right to erasure policy.

 

5. Who receives your data?

Only BIBB Recognition Monitoring Project staff have access to your personal data.

 

6. What rights do you have as the data subject?

Under certain conditions, Articles 15 to 22 of the GDPR grant you the following rights.

•            Access (Art. 15 GDPR);

•            Rectification (Art. 16 GDPR);

•            Erasure (Art. 17 GDPR);

•            Restriction of processing (Art. 18 GDPR);

•            Objection (Art. 21 GDPR);

•            Portability (Art. 20 GDPR).

 

The data is processed solely on the basis of the consent granted by you. It can therefore be revoked at any time in the future. The lawfulness of processing on the basis of the consent remains unaffected until such consent is withdrawn.

7. How can you complain?

You may submit a complaint to the BIBB data protection officer (see item 1 above for contact details) or you may also contact the German Federal Commissioner for Data Protection and Freedom of Information (BfDI, Graurheindorfer Str. 153, 53117 Bonn, bfdi.bund.de, 0228 997799-0).

 

8. Will your personal data be transferred to a third country?

We do not transfer your personal data to third parties outside the scope of the GDPR.

 

9. Are you obliged to provide your data?

Essentially, you are only required to provide data necessary for the proper fulfilment of BIBB tasks.

 

10. To what extent do automated individual decisions or profiling measures take place?

We do not use your personal data for automated processing in order to make decisions.
